Monday, 15 October 2001 : "FBI advisory on handling suspicious mail"

The FBI has a (large) PDF you can download with warning signs to look for when dealing with mail. The PDF is almost a megabyte and not easily searchable by search engines, so I'm reproducing most of the text of it here so it's available to people without Acrobat.

With accompanying photos, it says that you should be particularly suspicious of an envelope or package in the following cases:
  • No Return Address
  • Restrictive Markings (such as 'PERSONAL' or 'SPECIAL DELIVERY')
  • Strange Odor
  • Excessive Postage (Possibly Mailed from a Foreign Country)
  • Misspelled Words
  • Addressed to Title Only (such as 'Security Manager') or has Incorrect Title
  • Excessive Tape or String
  • Badly typed or written
  • Oily Stains, Discolorations, or Crystalization on Wrapper
  • Protruding Wires
  • Lopsided or Uneven
  • Wrong Title with Name
  • Rigid or Bulky
What should you do?
  1. Handle with care. Don't shake or bump.
  2. Isolate and look for indicators
  3. Don't open, smell or taste
  4. Treat it as Suspect! Call 911.
If parcel is open and/or a threat is identified. . .

Limit Exposure - Don't Handle
Distance (Evacuate area)
Shield yourself from object
Call 911 (Police)
Contact local FBI
For Biological or Chemical
Isolate - Don't Handle
Call 911 (Police)
Wash your hands with soap and warm water
Contact local FBI
(Ask for the Duty Agent, Special Agent Bomb Technician, or Weapons of Mass Destruction Coordinator)
